I was thinking of a new rank allied ViceMayor lol. The commands that would not be accessible is kicking out the mayor, also it can give ranks to other people and remove too.

I think it has to clearer what townyranks which permissions have.

I believe you would have to contact the creator of the towny plugin instead of asking us

I do believe that towny gives the mayor to make special ranks just for the town. I would try this ingame, but I am not mayor of a town (I don't really want to spend money a lot of money to see if one command works) The command should be /town rank add/remove (Playername) (rank). The (Rank) can be whatever, if I remember correctly.

Example:
/town rank add JamesBondSA BlackSmith
/town rank add Dilly2k Vice-Mayor

If I am wrong, please tell me so I can convey the correct information in the future.

Custom ranks for towny are one of the last new features for towny plugin, but they have to be setup in the config for towny, before you can actually set a town residents new rank.
